Cain on Afghanistan

The Objectives

Cain deems President Obama’s troop withdrawal plan as unclear and harmful.

“The President suggested that we cannot become isolationist or engage in every international conflict, but instead, we must charter a “middle course.” … It seems to be yet another foggy foreign policy coming from this administration.”

“Instead of providing the American people with clarity, President Obama proposes an abrupt withdrawal of our troops that could potentially compromise the legitimate gains we have made in Afghanistan. Sadly, I fear President Obama’s decision could embolden our enemy and endanger our troops.”

Cain on the Budget

Cain feels that the Republican Congressmen are too cautious in their budgetary and economic legislative approach and warns that the country is ‘sick’ of this. He also feels that the party is losing the battle of the messages, and intends to roll up his sleeves and tackle it head on.

“I'm telling you that there are more American people that are looking for some courage and some leadership on this rather than just saying, well, we're not going to touch it because we don't want to upset the applecart. People are sick of that.”

Deficit and Debts
Cain explains his direct 5-point stimulus program that is the first step in tackling the federal deficit and debts.
  • Eliminate the taxes on repatriated profits, which are earnings of American-based multinational companies that sit in bank accounts overseas to avoid double taxation for bringing their profits back to the U.S.

  • Make the current tax rates permanent. Families and businesses do not plan for two years at a time!

  • Reduce the corporate income tax from 35 to 25 percent, with the potential for additional incremental decreases over time.

  • Eliminate the tax on capital gains and their dividends.

  • Suspend payroll taxes for both employees and employers for one year.

Policy

Cain released his economic plan, Vision For Economic Growth, on September 15, 2011. The centerpiece of the proposal is the radical new national taxation code, popularly known as the 999 Plan.

Cain believes that economic freedom, deregulations, a smaller and less intrusive government, along with long-term policies designed to offer stability for businesses, will provide the private sector with the kick-start required to galvanize the economy through local capital injection, production growth, risks taking and a steady dollar.

This is where the 999 Plan comes in. As the name entails, the first phase of Cain’s proposal would see to the removal of the present national tax system, and replace it with an across the board flat 9% income, corporate and national sales tax. Cain contends that his system would eliminate all the inefficiencies of the existing taxation system and more importantly, ensure federal revenues would remain revenue neutral upon implementation.

The 999 Plan would also produce an immediately increase in national production, job creation and eradicate the concept of class warfare that is weighing down the nation. Other notable aspects of the plan include:

Eliminates all tax loopholes
Put a stop to all payroll taxes
Eliminate death taxes
Zero taxes on capital gains and repatriated profits
No double taxation on dividend incomes
Creation of inner cities Empowerment Zones

A successful implementation of the 999 Plan would kick start Phase 2 of Cain’s Vision For Economic Growth. Phase 2 advocates the establishment of a national Fair Tax system and the dismantling of the Internal Revenue Service. The Fair Tax is a system that, as defined under Congressman Rob Woodall’s Fair Tax Act of 2011 (H.R. 25),

“Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2013, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions …. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury … Prohibits the funding of the Internal Revenue Service (IRS) after FY2015”

Critics, however, charged that Cain’s plan, in the absence of any specific figures from his office, is nothing more than guesstimates, at best, and paints an unrealistically rosy picture. They further contend that his proposal would immediately decrease federal revenues while shifting the bulk of the taxation to the lower-income segments of the populace, and effectively provides tax cuts for the higher earning segment of the demographic. There are also concerns on the impact of a flat tax on controlled items (alcohol, guns and goods falling under existing international trade agreements) and its secondary socioeconomic and political effects.

Update:
October 21st, 2011, Detroit: Cain announced that Americans who pay no taxes now will continue to pay zero taxes under the 999 Plan.
"If you are at or below the poverty level, your plan isn't 9-9-9 it is 9-0-9... Say amen y'all. 9-0-9."

Cain’s economic policy will see to the capping of corporate and personal taxes at 25%, while ending capital gains tax.

“As a businessman, I have an economic vision that implements real business principles… Economic guiding principles help you develop and test right ideas … Being able to have a job that can turn into a career, that is what fuels the American dream for a lot of people… The capital gains tax is a wall between people with money and people with ideas… I want to lower and get rid of that wall… The engine of our economy is the business sector… We need to fuel the engine… I don’t have a number, we are working on that… But if we do these things, I am convinced the unemployment rate would be 5 percent or less… And that all starts with bringing down debt… Prosperity if the natural state of our free market system and I want to create perpetual prosperity for America.”

Cain also advocates the establishment of a 23% national sales tax, abolishing the current federal income taxes and payroll taxes, and the IRS along with it. He argues that former President Bush’s Tax Commission recommendation of a 34% fair tax were wrong owing to incorrect ‘assumptions’.

Cain considers Israel an ally and fully supports decisions that strengthens the Israelis ability to defend themselves.


Cain on North Korea

Cain is against any form of negotiations with the North Koreans.
